Air Cargo or Mail Carrier operating into the EU from a Third Country Airport, a designation required for these carriers to fly cargo into or through the European Union. AEH offers air carriers consultancy for Pre-validations and Validations and can schedule ACC3 pre-validation assessment which is a key step of the validation process.

A Pre-validation is effective and efficient method to scope out the ACC3 validation, to understand the regulations and requirements, and to gather all the information required to achieve a successful ACC3 validation.

The Pre-Validation process involves a review of the air carrier’s security programme, and all documentation related to the security programme. Finally, we will complete the ACC3 validation checklist.

ACC3 Validation starts with the review of the pre-validation assessment. The report must be conclusive prior to the EU Independent Validator (IV) can schedule an onsite visit. When the IV arrives on-site they will assess the air carrier’s security procedures and will complete a report. They will then provide to the appropriate authority of the Member State administering the validated air carrier, their validation report for ACC3. The appropriate authority shall designate the air carrier as ACC3 based on the EU aviation security validation report confirming the implementation of security measures.

RA3 & KC3

The forwarding agents can receive RA3 (Regulated Agent third county) designation and shippers can receive KC3 (known consignor third country) designation directly from the IV. AEH offers RA3 and KC3 assistance and guidance for their validations and pre-validation assessment process.
